U.S. State Dept. Warns of Venezuelan "Emergency"

This Public Announcement is being issued to update US citizens on the
current political situation in Venezuela. It supersedes the Public
Announcement of February 11, 2004, and will expire on May 25, 2004.


The political situation remains fluid. The Venezuelan Electoral
Council (CNE) continues to consider whether it will ratify either the
opposition or pro-government signature petitions, aimed at gaining
approval for a recall referendum of President Chavez and a number of
pro-government and opposition legislators. Political demonstrations,
with potential for violence, may take place during this period of
uncertainty. U.S. citizens should avoid all demonstrations and areas
where groups are gathering. Additionally, they should monitor radio
and TV broadcasts for new developments.

U.S. Congresswoman from California Maxine Waters is reporting at this hour that Haitian President Jean-Bertrand Aristide told her in a telephone call that he was "kidnapped by U.S. diplomats" under threat of death rather than having resigned and willingly removed from Haiti, as widely reported in major American media. Waters, interviewed on "Democracy Now!" by Amy Goodman, calls the action a "U.S.-backed coup d'etat."

"New U.S. Effort Steps Up Hunt for bin Laden"

WASHINGTON, Feb. 28 -- President Bush has approved a plan to intensify the effort to capture or kill Osama bin Laden, senior administration and military officials say, as a combination of better intelligence, improving weather and a refocusing of resources away from Iraq has reinvigorated the hunt along the border between Pakistan and Afghanistan.

"Chavez Calls Bush 'Asshole' "

CARACAS, Venezuela (Reuters) -- Venezuelan President Hugo Chavez called
President Bush an "asshole" on Sunday for meddling, and vowed never to
quit
office like his Haitian counterpart as troops battled with opposition
protesters demanding a recall referendum against him.


Chavez, who often says the U.S. is backing opposition efforts to topple
his
leftist government, accused Bush of heeding advice from "imperialist"
aides
to support a brief 2002 coup against him.


"He was an asshole to believe them," Chavez roared at the huge rally of
supporters in Caracas. "Mr. Bush must know that if he gets the mad idea
of
trying to blockade Venezuela, or, even worse, of invading Venezuela, if
that
happened, the people of the United States should know that not a drop of
oil
would reach them from Venezuela, not a drop more."


The Venezuelan leader's comments came as fresh violence broke out on the
streets of the capital, where National Guard troops clashed with
opposition
protesters pressing for a vote to end his five-year rule. Military
helicopters roared in low runs overhead as soldiers fired tear gas and
plastic bullets to repel several hundred opposition demonstrators who
threw
stones and set up burning barricades in eastern Caracas late into the
night.
Troops and opposition activists also skirmished in other cities.


But the firebrand populist vowed to defeat any attempt to unseat him and
threatened to cut off oil supplies to the United States from the world's

sanctions.


"Venezuela is not Haiti and Chavez is not Aristide," he said.


Over 100,000 supporters of Chavez marched earlier on Sunday to protest
what
they condemned as U.S. meddling in Venezuelan affairs.

arrest and may go to jail if he fails to pay more than 2,300 euros in damages
for the alleged copying of two essays by Theodor W. Adorno that the foundation
claims as their "intellectual property". Reemtsma was kindly asked to settle,
but refused.
