We are Japanese lawyers who have been working for Japan's ratification of
the International Covenants on Civil and Political Rights and on Economic,
Social and Cultural Rights, and for introduction of International Law of
Human Rights into our soil.

As lawyers in action, we are fully aware of the fact that counter-measures
against trans-border organized crimes and terrorism are put on the agenda
for urgent needs by the international community. But on the other hand,
some of these measures may affect or even encroach on the basic principles
of penal law enshrined by modern societies or internationally admitted
principles of human rights. This is particularly anxious about the newly
conceived policies against such crimes or terrorism by the International
Convention against Organized Crimes or a review of the 40 recommendations
of Financial Action Task Force (FATF) in OECD. We believe firmly that
international protection of human rights should be an important object to
be achieved by the international community as a whole, and that any newly
conceived crime policy must be in perfect compatibility with such
principles.

Betty Kapetanakis, Executive Director of the North Star Fund, was killed
yesterday in a traffic accident on 23rd Street. Under Betty's leadership the
North Star Fund has been a sustaining force on the New York City progressive
community and she will be greatly missed. Its hard to imagine someone as vivacious, warm and ubiquitous as
Betty being taken away this way.

The North Star offices will be open this Thursday from 4-9 pm for people to
drop by to pay their respects, see staff, mourn with other community
members, etc. There will also me a more formal memorial event sometime this
fall.

Orwellian Anti-Semitism

John Chuckman, YellowTimes.org Columnist (Canada)

George Orwell understood the power of words, and he understood the power of ideology to utterly corrupt their meaning.

He identified tyranny with expressions such as "war is peace" or "ignorance is strength." But absolute government is not necessary to experience the corrupted language of power and the abuses it hides. A nasty democratic minority, supported by a population choked with fear or prejudice, or a ruling majority full of hate or bad intentions is perfectly capable of producing them.

An Excerpt: In 1978, [former Israeli Prime Minister and Likud founder Menachem] Begin sought to undermine Arafat's influence by funding a program of pacification to win over the hearts and minds of the Palestinian masses. Years later, Begin would unleash his war-mongering defense minister on Lebanon to finish Arafat.

Over the objections of many Palestinian Islamic leaders including the Commissioner of the Muslim Waqf in the Gaza Strip, Rafat Abu Shaban, Israel registered the newly formed 'Islamic Association' which [religious leader Sheik Ahmad] Yassin founded.

"G-8 EPILOGUE: Movement at the Crossroads"

Garth Mullins

VANCOUVER: Given the blanket prohibition on public assembly, and the largest
peacetime deployment of the repressive apparatus of the Canadian state, it is a
victory that our movement defied authorities and held a series of anti-G8
events in Calgary and Kananaskis. However, this is a qualified victory -- we
cannot paint a sunny face on a movement that is at a crucial moment in its
development. We face some serious political questions and are at a strategic
crossroads. The limited numbers and support we were able to mobilize against
the G8 reflects our slow recovery from the conservative backlash and
political disorientation of 9/11, as well as internal contradictions and
weaknesses that were only exacerbated by the September attacks.

SOME CONTRIBUTIONS TO A CRITIQUE OF THE ANTI-GLOBALIZATION MOVEMENT

By Tom Keefer, July 2nd, 2002. (tom@tao.ca)

[Synopsis: An analysis from an anarcho-communist perspective of the
anti-globalization movement in the context of the G8 protest in

contradictions
between the movement's reformist and revolutionary tendencies.

THE LONG SHADOW OF THE TWIN TOWERS

It is clear that after a string of successes (beginning with Seattle
and
carried on in Washington and Quebec City), that the anti-
globalization
movement has lost ground in its ability to mobilize large numbers in
North
America in the wake of September 11th and the attendant "war on
terrorism"
launched by US imperialism. The forces of reaction have been
strengthened
by the attacks of Sept 11th, and many of those we would seek to
rally to
our cause have lined up behind the flags of patriotism or have been
intimidated into silence by a dramatic increase in state
surveillance and
repression in conjunction with the mass detention and deportation of
"suspect" Muslims, Arabs and undocumented immigrants.

Brothers and Sisters:

In the interest of solidarity and humanity we, workers in the so called "underdeveloped" countries, call upon our brothers and sisters in the United States of America to heed President Bush's words and, "elect new leaders -- leaders not compromised by terror."

* Am I right in thinking that the panther movement (a wave of
university occupations in 1990, so named because it coincided with
the escape of a panther from Rome Zoo) caused an expansion and
de-ghettoisation of the social centres? Did students get involved
with the social centres at this time?

Yes, even if the the panther movement marked just a beginning of the
longer process of de-ghettoisation. Which can be considered
accomplished, years later, with a big opening up to "civil society"
and its heterogeneous component (grassroots associations, NGO's,
catholics, etc.). We can say that a big boost in this sense was given
by the Zapatistas after their first "encuentro internacional" where
they introduced the concept of "enlace civil". Going back to the
panther, yes they brought a real renewal in the social centres,
giving vital energy and wiping out that diffuse sense of defeat. Many
new social centres (actually, most of the existing social centres)
were occupied in those years by the panther students themselves.

Everything in this account was observed first hand by one or more
internationals from Ireland, South Korea, U.S.A, and Sweden, as well as
by numerous Palestinian civilians.

When the Israeli military re-entered Jenin camp on June 19, 2002
one  of their first actions was to order all men between the ages of 15
and 50 out of their homes where they were removed in at least 12 military
buses. The tanks ruptured water and sewage pipes below the road in what
appeared to be a systematic effort to destroy the civilian infrastructure of the community. Soilders were observed emptying water
tanks from civilians' roofs and on one occasion giving a family's water supply
to their bomb sniffing dog to drink. After over 48 hours of total curfew many
people were left without running water and with  supplies of food,
diapers etc,  growing low.
